Apat na pulis Maynila, inireklamo sa panghihipo umano sa 11-anyos na dalagita

An 11-year-old girl suffered from trauma and accused several policemen of maliciously touching her private parts after conducting a body frisking in the middle of the night.

Based on a video captured by a CCTV in Barangay 484 Sampaloc, Manila, four police officer in the civilian clothes was seen traversing Simoun corner Prudencio Street while riding their motorcycle at around 11 o’clock in the evening.

On a separate CCTV footage, Grade 4 student was seen wearing a white shirt walking across the street and about to buy something in a nearby sari-sari store. But a few seconds later, the girl ran back after seeing several barangay officials roaming the area.

According to the female student, she ran back in the fear of getting caught in the middle of the street during curfew hours.

The police officers followed the girl and as soon as they reached her, they subjected the girl to a body search.

The girl’s mother said that the officers allegedly touched the girl’s butt, “Kinapkapan po siya, hinawakan daw po ‘yong puwet… samantalang nilabas naman niya ‘yong bulsa niya sa harap ng short. Sobrang takot nga siya.”

The mother added that since the alleged malicious frisking, the young girl already refuses to go to school out of trauma.

Meanwhile, Sampaloc Police Public Information Officer Senior Inspector Philipp Ines confirmed that the four policemen caught on CCTV camera were members of Station Drug Enforcement Unit who are having anti-illegal drug operation in the area that time.

In defense, the officers said that the young girl resembles a minor drug courier that is under their surveillance.

“Nakita naman ng pulis na wala tayong nakuhang ebidensiya sa kaniya o illegal drugs so pinawalan siya,” Ines said.

The officers also admitted subjecting the girl in a body search in a dim area to avoid commotion and mistaken the inspection for arrest.

“Maghahatanggabi na pero nasa labas pa siya. Kahina-hinala naman iyon,” Ines added.

But the officers denied the girl’s accusation that they maliciously touched her body part,  “Sa tingin ko malisyoso lang ‘yong statement [ng bata],” Ines explained.

But when Manila Police District Public Information Officer Supt. Erwin Margarejo the CCTV footage, he said that there are lapses on the part of the policemen as barangay officials should be present when conducting a body search among minors.

The victim already filed a complaint with the MPD Women and Children’s Desk and underwent counseling with Department of Social Welfare and Development.
